You'll need to donate enough creatures to Tom Nook to get Blathers, Donate enough to Blathers to get the Museum. After the Museum is built Timmy will want to build a shop. Donate enough to get the shop built then the next day after the ceremony Tom Nook will ask to find house plots and give you the DIY Recipe to build a ladder.
